Since it describes <em>concern<\/em>, which is a noun, it must be an adjective. The word <em>principle<\/em> is used only as a noun. <em>Principal<\/em> may be either a noun or an adjective. When it is an adjective, <em>principal<\/em> means \u201cfirst or highest in rank, importance, value, etc.; chief; foremost.\u201d<\/p>\n<p>Let\u2019s double check.
